Background Information:

The Obion County middle schools (Hillcrest, Black Oak, Ridgemont and Lake Road) request the Board to declare surplus football jerseys that are outdated due to combining the middle school programs. Furthermore, the Obion County middle schools request permission to hold a fundraiser to sell the jerseys for twenty-five dollars ($25) each and for the funds generated to be deposited to each school’s football restricted account to offset the cost of replenishing the jerseys that will be used in the new middle school football program. Once all activities of the individual school's football program is closed, a combined account will be established at Hillcrest Elementary School. Although the amount of funds expected to be raised by selling these jerseys is more than the amount specified in TCA §49-6-2007(d)(1), which provides, “Surplus personal property in local school systems which has no value or has a value less than two hundred fifty dollars ($250), may be disposed of without the necessity of bids as required by this section,” there is no guarantee that all of the jerseys will be sold. In addition, if we advertised, the cost of the advertisement would further reduce any funds raised. Therefore, pending Board approval, no bids will be solicited to dispose of this personal property.

Staff Recommendation:

I recommend the Board declare the above-noted uniforms as surplus and approve the disposition via the most economical method as described above.
